The 52-year-old 2001-batch IPS officer allegedly shot himself on October 7, leaving behind an eight-page “final note” naming eight senior IPS officers, including Haryana DGP Shatrujeet Kapur and former Rohtak SP Narendra Bijarniya, for what he described as “caste-based discrimination, targeted mental harassment, and public humiliation.”

💬 Political Firestorm Intensifies

Rahul Gandhi’s visit comes as multiple opposition parties — including Congress, AAP, and INLD — have mounted a coordinated attack on the Haryana BJP government, demanding arrests of those named in the note and calling for an independent judicial inquiry.

The officer’s wife, Amneet P. Kumar, a senior IAS officer, has filed a police complaint alleging abetment of suicide and has refused consent for both the post-mortem and cremation until her demands for FIR registration against the accused officers are met.

Efforts by the state government and Chandigarh Police to persuade the family have so far failed.

“We have urged the family again that there should not be more delay in the post-mortem,” a Chandigarh Police official said, confirming that the deceased officer’s laptop has been requested for forensic analysis.

A stream of opposition leaders visited the family’s Sector 24 residence on Monday, including Telangana Deputy CM Mallu Bhatti Vikramarka, Congress MP Deepender Singh Hooda, INLD chief Abhay Singh Chautala, and Punjab Finance Minister Harpal Singh Cheema (AAP).

“In his dying declaration, Y. Puran Kumar clearly mentioned that two officers — the DGP and the then Rohtak SP — humiliated and insulted him. They must face action,” Vikramarka said.

Hooda echoed similar sentiments, saying,

“It’s the government’s responsibility to ensure a fair and independent investigation to restore public confidence in the system.”

Chautala pledged INLD’s full support to the family, while AAP’s Cheema accused the Haryana government of “shielding the accused.”

Union Minister Ramdas Athawale also met Kumar’s family on Monday and said he had discussed the matter directly with Chief Minister Nayab Singh Saini, who has promised action against those found guilty.

“The CM told me he personally met the family after returning from Japan, where Amneet Kumar was part of the delegation,” Athawale said.


📜 Investigation and Legal Developments

The Chandigarh Police has formed a six-member Special Investigation Team (SIT) to conduct a “prompt, impartial and thorough investigation.”

Officials confirmed that the Punjab State Scheduled Castes Commission has taken suo motu cognisance of the case and has rejected the initial police reply as unsatisfactory, demanding firm action against all officers named in the suicide note.

A post-mortem request has been made to the Post Graduate Institute of Medical Education and Research (PGIMER), Chandigarh, to be conducted by a board of experts in the presence of a magistrate, ballistic expert, and forensic team, with full videography — but it remains on hold pending the family’s approval.

Meanwhile, the Sarv Khap Mahapanchayat announced that it will convene a meeting in Narwana, Jind, on Tuesday to discuss next steps and press for accountability.
A 31-member citizens’ committee has given the government a 48-hour ultimatum to act against the two senior IPS officers named in the letter.
